Walsall Council is seeking the voluntary and community sector’s views on a draft Community Asset Transfer (CAT) Policy. The purpose of the policy is to provide a transparent mechanism to transfer of land or buildings in to community ownership/management, where it identifies this as the best use of the asset. The draft policy and supporting documents are below and describe in more detail how and when a CAT might be offered, how proposals will be sought and assessed, the outcomes the Council will expect this to achieve, and the type organisation that may be eligible.
